Martin B. Woods
Martin B. Woods joined the panel after 40 years of private practice, during which he handled litigation and arbitration relating to commercial and other civil disputes. Over the years, his commercial practice included a broad array of matters ranging from real estate foreclosures and title claims to partnership dissolutions, franchise controversies, insurance and reinsurance coverage issues, securities litigation, and property management exposures. In addition to his commercial practice, he litigated numerous probate cases, from will contests to trust disputes, involving virtually every type of issue that might arise in that area.

Mr. Smith is a graduate with honors from the University of Florida. After gaining considerable litigation experience, he founded his own firm in 1983. He was Board Certified from 1992-1997. After serving on the Miami Beach City Commission for 8 years, he was appointed City Attorney, serving until 2014. He then served as City Attorney in North Miami Beach until 2018. For over 30 years, Mr. Smith has also been involved in all aspects of local government law. He has developed a unique, well rounded expertise in identifying complex legal problems and finding practical solutions.

Joseph B. Shacter is a Florida native, who has been a member of the Florida Bar since 1978 and a Certified Circuit Civil and County Mediator since 2007. He currently concentrates his private law practice in real estate and business transactions. While a corporate attorney representing franchisors, he drafted documents and closed on numerous multi-million dollar business sales, which transactions invariably included the sale or lease of commercial real estate. In his years of private practice, Joseph has conducted hundreds of residential real estate closings and litigated countless collection, foreclosure and tenant eviction cases.

Patrick has been a Florida Supreme Court Certified Civil Circuit Court Mediator since 2009 and has been practicing law since 1994. Before joining Salmon & Dulberg, he was a Trial Partner at Lydecker | Diaz, where he also created and led the firm’s first statewide Mediation Division. Before Lydecker | Diaz, Patrick managed his own law firm for almost twenty years and then worked with The Florida Bar. Patrick’s diverse legal experience includes insurance law and first-party property claims, high-exposure personal injury claims and premises liability matters, ethics and professional responsibility issues, and commercial litigation. Many litigators leave behind a legacy of conflict.
